A. I don't know that any person can “beat the Weaver" in the World of Darkness. The Weaver (Stasis) is one of the three metaphysical beings/forces underpinning the entire universe, along with the Wyrm (entropy) and Wyld (change).
On a small and temporary level, one “beats" the Weaver any time they shake off lethargy and do something, or when they change an otherwise rigidly organized system, or if they kill someone.
But on a grander scale it would take more than that to ultimately defeat the Weaver. And why would you want to? Within the logic of the setting, the metaphysical trinity are supposed to represent some form of balance. Already the balance is thrown out of wack because (if I recall, according to lore) the Wyrm became corrupt and the Weaver became overly controlling to try and compensate.

I suspect that if the Weaver could somehow be defeated completely, that order as we know it would be completely gone, and reality would descend into an incessant, nightmarish churn of change and decay without any rhyme or reason.
