You should keep in mind that the expression "is believed to be" is used when people generally believe it to be true, as in
"Tale of Genji is believed to be the world's first novel. "
And you ought to have written "who just wrote JAPANESE PRPNUNCIATION of English in roman letters" to be precise, instead of "who just wrote English in romaji" because English is always written in roman letters.
Your sentence "Overall mental age is low." doesn't make much sense. Whose mental age do you mean? You should have written "THEIR mental age is low."
